SALARY RANGE $32.52 - $44.71 Hourly Under general direction, analyzes, designs, develops code, installs, tests, modifies, and maintains PLC and SCADA computer controls hardware, programs, software interfaces and applications in a process control environment to maximize the efficiency of treatment plants and remote pumping stations. ESSENTIAL FUNCTIONS: (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.) 1. Assist in research, development, writing, and installing complex PLC and SCADA programs, applications, and modifications in existing process control system and network software; troubleshoot and resolve control problems for the waste water treatment plants including PLC, SCADA, and plant networking communication Ethernet IP, Serial and proprietary communication such as Control Net and Profibus DP. 2. Aid in collecting data on computerized process control systems and networks; troubleshoot and resolve identified problems. 3. Provide technical support to District Operation and Maintenance staff on issues relating to measurement and control automation information and technology; provide technical support/information to vendors and outside consultants; assist in user training in the usage of new and current control applications. 4. Work with plant managers, plant engineers, and contractors to aid in providing control standard guidance for facility control systems. 5. Administer modifications to current systems and plant expansions; assist in design, programming and implementing new programs; commission new equipment as needed. 6. Act as support in managing contracts for smaller improvement projects; develop scope of work and contract bid documents; read and understand contract documents including plans and specifications relating to current systems and plant expansions; assist in administering contracts for large scale project; assist in reviewing the work of contractors to assure contract provisions are being met. 7. Provide basic analysis of control system integration; maintain documents; monitor system performance. KNOWLEDGE OF: Basic methods of process control information systems including instrumentation and process control hardware, software, and methods using control theory and dynamics Visual Basic and proprietary vendor programming languages Basic principles and practices of project development, scheduling, and management The use and application of a wide variety of process control equipment for the wastewater industry SKILL IN: Basic PLCs with any of the following - Allen Bradley (Micrologix Series – RSLogix 500, CompactLogix RS-Logix 5000) and/or Siemens (TI 505) SCADA software packages Intellution – GE Proficy HMI iFIX, Wonderware, RS View Identifying and evaluating hardware and software needs and application requirements Analyzing and implementing control algorithms Troubleshooting and formulating solutions for SCADA and/or PLC's Use of computers and computer software including word processing, spreadsheets, databases, program control systems, and various software packages. ABILITY TO: Interpret electrical and electronic schematics and wiring diagrams Understand PLC and SCADA in industrial applications Analyze, design, code, test and debug basic computer programs Troubleshoot industrial processes Interpret and apply technical manuals and procedures Analyze computer applications problems and take corrective actions Keep current on new computer hardware and software Understand and interpret specifications, maps, plans, and reports pertaining to projects and plant expansions Establish and maintain effective working relationships with those contacted in the course of work; operate effectively in a team environment Communicate clearly and concisely, both orally and in writing. EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be: Responsible experience using programming languages and tools, performing industrial process control systems design, or related work. College or equivalent professional level coursework in computer science, computer programming, industrial controller programming, industrial instrumentation and controls, control system engineering, or related fields. Upon selection, candidate must possess and maintain a valid State issued driver's license. SUPERVISION RECEIVED: Receives direction from the Senior Engineer - Instrumentation & Controls.
